The SME Toolkit Zambia is a project of the Small and Medium Enterprise (SME) Department of the World Bank Group, ELIF Business Solutions (ELIF, formerly Step Out media communications), and the Common Market for Eastern and Southern African Countries (COMESA).
ELIF, a marketing and business development consultancy established in 2003, is Zambia's leading ICT-based enterprises development support organization.
ELIF’S MAIN PRODUCTS AND SERVICES
ELIF’s current services and products to these clients and institutions include:-
- Institutional or Organizations ICT needs assessments.
- Development of ICTs use and application plan for the enhanced and efficient sustainable business and Project management.
- Development of detailed ICT Project plans and Project Proposals
- Facilitation of ICT 4D project funding servicing
- ICT4D Project and Business Management support services.
- ELIF has also established its operations of an ICT4D business centre in Chawama compound at the Moyos trading Building after relocating from Eureka House in the Town Centre in the last ten months.

The Common Market for Eastern and Southern African Countries (COMESA, www.comesa.int) is the regional block body involved in the promotion of regional integration and networking for over 15 countries in Africa. The SME Toolkit Zambia will help COMESA meet its objectives of promoting COMESA regional integration through the development of SMEs. The SME Toolkit Zambia will also be used as catalyst for the revitalization of the COMESA SMEs Association.
The SME Department (www.ifc.org/sme) combines the market perspective of the International Finance Corporation with the policy expertise of the World Bank to promote local small business growth in developing nations. These merged capabilities create a powerful synergy and underscore a strategic commitment to improving lives by creating opportunities in small business. The mission of IFC (www.ifc.org), a member of the World Bank Group, is to promote sustainable private sector investment in developing countries as a way to reduce poverty and improve people's lives. IFC finances private sector investments in the developing world, mobilizes capital in the international financial markets, and provides technical assistance and advice to governments and businesses.
